Freedom of Information Request – Park Home Licensing & Fit and Proper Person (F&PP) Regulations. Under the Freedom of Information Act 2000, please provide the following for your local authority area:
1. Number of protected residential park home sites licensed under the Mobile Homes Act 1983. (If nil, no further response required.)
2. Since 1 July 2021:
o Number of enforcement/improvement notices or prosecutions for site licence breaches.
3. Fit & Proper Person (F&PP) Test (since Regulations in 2021):
o Number of applications received.
o Number approved (with/without conditions).
o Number refused.
o If conditions imposed, what were they?
o How compliance with such conditions is monitored, and any enforcement actions taken.
o Number of approvals revoked/withdrawn.
o Cases of sites managed by unregistered/unapproved persons, and enforcement taken.
4. Guidance & Best Practice:
o Does the Council follow Government F&PP guidance in full?
o Does it also apply non-statutory recommendations/best practice (e.g. resident consultation)?
5. Re-applications:
o What plans are in place to ensure 5-yearly re-applications are undertaken when due from 2026?
