Plans to increase the size of the junction in Three Mile Cross

I have some questions relating to a statement made in the local Lib Dem flyer. It says that Wokingham Borough Council has confirmed that legal impediments which have previously held up the plans to increase the size of the junction in Three Mile Cross (at the junction of Grazeley Road and Basingstoke Road) have now been resolved. I have asked our Lib Dem councillor who says "they don't get told anything" by Wokingham Borough Council but that they have enough information to make the above claim that the legal impediments have now gone. I'm keen to know more.
1. What were the legal impediments?
2. How have they now been resolved after more than a decade delay?
3. When will the work commence?
