The parking situation in South Twyford is an example of how the council has failed to engage with residents. You have recognised that Broadwater Road is at a disadvantage to other roads in the area, as it has no specific parking restrictions to regulate traffic. Your proposal to monitor the situation has not offered any clear course of action to address what may happen if restrictions are applied on Hurst Road. There is little detail on the website to track what's happening at the council on such matters. In the absence of good communication, you get rumour and suspicion

1. To that end, I would like to request a formal, official, statement from the council for the benefit of Twyford residents. Providing information on the current process regarding parking restriction proposals (TROs) for each of the local roads. This should include previous associated consultations that have been undertaken in the last 5 years along with the results thereof.

The Council asks that customers who have concerns about a particular aspect of road safety report their concerns via the ‘Report a Road Safety Concern’ or ‘Request a Parking Restriction’.

This ensures that every request is tracked, logged and investigated. Should new parking restrictions be deemed necessary, work is undertaken to amend the Borough-wide stationary Traffic Regulation Order (TRO), which is the legal document that makes restrictions on the roads enforceable. This starts with the design of a proposal, creation of draft legal Orders, notices and consultation documents and, after internal review, the commencement of a public consultation period. This is indicated by a notice being placed in the Wokingham. Today newspaper, notices being placed at the proposed location of the restrictions and draft documents being placed on the Wokingham Borough Council website. Physical copies are also available for view at the Council’s Shute End office.

After the completion of this consultation period, officers will review any comments or objections that have been received and make a recommendation to the Executive Member for Active Travel, Highways and Transport as part of the Individual Member Decision process, defined in the Council’s constitution. The Executive Member will then decide whether to approve the recommendation, approve with changes or reject the recommendation. Links to previous decisions involving Twyford are provided below:

Interested parties can make representations to the High Court if they believe that the correct legal process has not been followed - this is called the call in period. Once concluded, the legal Order is sealed and the new restrictions are installed.
