Temporary road closure orders explained

A Temporary Traffic Regulation Order (TTRO) is a legal requirement for any temporary road closure or restriction, such as reducing a speed limit. These orders help ensure safety and coordination during works or events affecting the highway.

Under the current regulations, two notices must be published in the press: one announcing the intention to make the TTRO, and one confirming it has been made.

We notify key organisations such as Thames Valley Police, emergency services, and other relevant bodies. 

Please note: residents, business and community organisations are not included in this formal notification process.

Your responsibilities

For all road closures, you are responsible for providing appropriate signage that complies with Department for Transport (DfT) regulations. This includes signs for both the closure and the diversion route.

You must use DfT-approved personnel or companies (as outlined in the New Roads and Street Works Act, Chapter 8) to carry out traffic management.

Please note: Wokingham Borough Council does not provide traffic management services or plans, and the cost of signage is not included in the TTRO fee.

We do not maintain a list of approved traffic management companies, and unfortunately, we are unable to recommend one.

Advanced Warning Signs

As part of the permitting process, you must install advance warning signs at least 10 working days before your planned closure. These signs must meet DfT standards and clearly display:

  • Who is carrying out the works
  • Type of traffic management in place
  • Dates of the works
  • Timings (if applicable, e.g. off-peak or overnight)
  • Contact details for enquiries

Buse Services

If your closure affects any bus routes or stops, it is your responsibility to:

  • Contact the relevant bus company
  • Arrange for any necessary stop suspensions

Stakeholder Communication

You must inform all stakeholders who may be affected by the closure or restriction. This could include:

  • Residents
  • Councillors
  • Town / Parish Councils
  • Schools
  • Businesses
  • Places of Worship 

Each application is different, so please carefully consider who needs to be notified. Early communication allows stakeholders to make alternative arrangements during the closure period.

You must ensure that the needs of customers with disabilities or additional requirements are considered throughout both the restriction and the works. Your communications should clearly outline how individuals can contact you in advance to discuss any specific access needs or concerns.

Public Rights of Way (PROW)

If your works require the closure of a Public Right of Way, this is handled by our Public Rights of Way Team.

Temporary Traffic Regulation Notice

If the works are deemed urgent—such as to address or prevent a hazard—a Temporary Traffic Regulation Notice (TTRN) may be issued.

To apply, please complete the TTRO online application form and clearly explain why a TTRN is required.

Fees and Notice Period

  • The current fee of a TTRO is £3209, which includes Legal and advertisement costs.
  • A Purchase Order (PO) number is required for invoicing.
  • If you cancel your application after submission to our Legal team, the full fee still applies.
  • You must submit your application at least 12 weeks in advance. Late applications will be delayed or rejected.
  • Incomplete applications may also be delayed or rejected.

How to apply

You can apply for a TTRO online. During the application, you’ll need to provide:

  • A detailed closure and diversion plan
  • A signing plan
  • Stakeholder communication details
  • PO number for invoicing
  • Scanned copy of a valid public liability insurance certificate for a minimum of £10 million

Should you remain dissatisfied, you may appeal to your local magistrates’ court.
