1. Can you please provide me with all information about the procedures for uploading material on your Council website as part of the website content management process? If any relevant policy or procedure documents, please forward copies.
We have digital guidelines and a website editors manual to complement our training programme, which is shared with Digital Content editors who are responsible for uploading material on the Council website as part of the website content management process.
2. How are such procedures are communicated to Council staff?
A training programme is provided to Digital Content editors, which reminds them of relevant policies, procedures, and legislation.

a) Is there a written process or standard operating procedure in your department where staff who publish content online must adhere to in relation to redaction and uploading of documents onto a public domain (Council public website)?
Our website editor’s manual contains instructions on how to upload documents.
b) Who oversees the process?
It’s a collaboration between the members of the Digital Experience Team.
4. What procedures, policies or protocols do you have in place to ensure special category or sensitive personal data is not published on your website?
Our website has secure encryption and form data has restricted access.
5. In relation to documents which hold personal information, how do staff know what information should be redacted and identified as public or private?
Individual website editors and their teams are responsible for checking documents and redactions before they’re published online, in line with Council policies and procedures.
Some categories of personal data are called “special category data” and need a higher level of security. Special category data is information about mental or physical health, race or ethnicity, religion or philosophical beliefs, political opinions, trade union membership, sexuality and criminal convictions. More sensitivity requires more security.
At Wokingham Borough Council currently use a protective marking system to help identify the level of data. The three levels are;
• UNCLASSIFIED - An item which contains no personal or confidential information. Causes no harm or distress.
• OFFICIAL - An item which does contain personal, sensitive or confidential information. Causes short term inconvenience, harm or distress.
• OFFICIAL-SENSITIVE - An item or group of items which contains sensitive information where a strict need to know is required. Causes significant inconvenience, harm or distress to individuals.
There will be very few instances where the OFFICIAL-SENSITIVE marking should be used, as most of the work carried outby the Council is at the UNCLASSIFIED or OFFICIAL level. OFFICIAL-SENSITIVE material would be of the level that impacts the whole Borough, afftecs the economy (or financial standings of an organisation), and/or prejudice an investigation.
6. Who holds the administrative function of checking documents before being published online?
Individual website editors are responsible for checking documents before they’re published online, along with a moderation process through the Digital Experience team.
7. What department/service is responsible for the management (e.g editor, moderator) of the content on the Council website.
The Digital Experience Team is responsible for the management of the content on our website, with Digital Content editors responsible for providing content for their specialist areas, teams, or departments.
8. Please detail what your IT Departments' function is concerning the management of the Council website.
Our IT department liaises with our website provider if there are any hosting issues.
