According to the Document Properties the Wokingham Borough Council TPO Process Flow Chart was created by Chris Hannington on 26/05/2023 and modified on 26/06/2023. Presumably the Process was published and became operational on or after that date.
The reasons underlying IR 19578 were to gain an understanding of the numbers of TPO’s at the various different stages of the TPO Process that also applied whilst TPO 1957/2024 was being considered.
In particular I wanted to understand the numbers of TPO’s rescinded as a result of being contested in line with the published process.
Additionally, I wanted to ascertain the numbers of TPO’s issued where Applicants had not completed the TPO Request Form as was the case with TPO 1957/2024.
From the response it appears that there are approximately 40 TPO’s issued each year of which not many are rescinded. It is of course possible that none are rescinded.
The TPO process is managed by the TPO Review Committee (“TPORC”) which has 3 members and meets monthly. These committee meetings are minuted and presumably also have an agenda.
A review of the TPORC minutes and agendas should therefore provide the information requested in a time efficient manner. Please ask the Tree Team to respond to the FOI.

1. In order to reduce the amount of work the request can be reduced to TPO’s requested at the 12 monthly TPORC meetings starting with the meeting on 27th September 2023. If however, no TPO’s were rescinded and no other TPO’s besides TPO 1957/2024 were issued without a completed TPO request form in this period then disclosing this would answer the request without the need to do the detailed analysis.
