The information I am requesting is:
1. the Council's objectives in enforcing car parking regulations, specifically in relation to its multi-storey car parks. In particular, whether the Council's objectives include revenue raising and if so, the importance of this in comparison with other objectives, such as the promotion of compliance with parking requirements.

2. the Council's policies in handling challenges to Penalty Charges, and in handling representations in response to a Notice to Owner. I have located the document headed" Guidance Policies for the enforcement and cancellation of Penalty Charge Notices" on the Council's website, that is the one linked under "Help" on the page headed "Pay or Appeal a Parking Fine." I am requesting any update or amendment of that document and any other guidance, practice manuals, desk instructions or other documents concerned with the handling of, or response to, challenges to Penalty Charge Notices and/ or representations following a Notice to Owner. If not otherwise already covered by information supplied, I also ask how the individual(s) who decide on the response to be given to challenges and representations are determined.

3. I am asking for information about the criteria used by the Council to judge the adequacy of information provided by the signage on and beside the machine. I have been informed by the Parking Enforcement Manager, Geoff Hislop, in his letter to me, that "sufficient signage is in place" and that "it meets statutory requirements." In my response, I asked Mr Hislop to inform me of the particular statutory requirements to which he referred, but I have not received a reply. I would like the name and date of the regulations or order concerned, and the particular provision in question, so that I can look up the requirement myself I am also asking for any other policy or criteria which the Council has adopted to decide upon or judge the adequacy of its signage on car park machines or notices.
