I am writing to request information under the Freedom of Information Act 2000. I would be grateful if you could provide data relating to the fire safety compliance of residential properties under your authority’s supervision, particularly in relation to fire doors. Specifically, I am seeking information on compliance with regulations and guidance introduced following the Grenfell Tower fire and subsequent government reviews.

1. As of the date of this request, how many individual residential units (flats, maisonettes, etc.) are owned or managed by the council? Of these, how many are located in buildings over 11 metres in height (or 5+ storeys)?
None of the residential units we manage are located in buildings over 11 metres in height. While these properties are therefore not subject to the quarterly inspection requirements under the Fire Safety (England) Regulations 2022, fire safety remains a key priority. All flat entrance doors are assessed as part of our ongoing Fire Risk Assessment (FRA) programme. In addition, we carry out regular estate and block inspections to ensure fire doors remain compliant and in a safe condition, with any issues promptly addressed.

2. How many flat entrance doors are currently installed across your housing stock? How many of these are currently certified to at least FD30 standard (30 minutes fire resistance)?
We currently manage 1,013 flat entrance doors across our housing stock. Although a verified inventory of FD30-certified doors is not yet in place, all doors are subject to inspection through our Fire Risk Assessment programme. This ensures their condition and performance are regularly reviewed, with any necessary remedial action taken to maintain fire safety standards. Enhancing the robustness of our certification records forms part of our ongoing improvement plans.

3. How many communal fire doors (e.g. in corridors, stairwells, lobbies) exist across your housing properties? How many of these are currently certified to at least FD30 standard (30 minutes fire resistance)?
While a separate count and certification record of communal fire doors is not currently maintained, all such doors are assessed as part of our regular Fire Risk Assessments. Identified issues are recorded and addressed through planned maintenance to ensure continued safety and compliance. We are actively reviewing how communal fire door data is recorded to support improved asset management and reporting.

4. Since the Fire Safety (England) Regulations 2022 came into force on 23 January 2023, how many:
Please refer to response 4(a), which outlines our inspection arrangements for all fire doors, including those in communal areas.
a) Flat entrance doors have been inspected: Although our buildings fall outside the statutory requirement for annual and quarterly inspections under the Fire Safety (England) Regulations 2022, all flat entrance doors are inspected as part of scheduled Fire Risk Assessments and estate/block inspections. We continue to embed improvements in our fire safety monitoring processes to ensure robust oversight and timely resolution of any issues.
b) Communal fire doors have been inspected: Please refer to response 4(a), which outlines our inspection arrangements for all fire doors, including those in communal areas.
c) How many doors were found to be non-compliant (e.g. missing self-closers, damage, inadequate certification): Please refer to response 4(a). Any non-compliances identified through inspections are logged, prioritised, and addressed through our repair and maintenance processes.
d) Of those non-compliant doors, how many have since been replaced or repaired? Identified as still needing replacement to meet current standards: Please refer to responses 4(a) and 2. All identified issues are addressed based on risk, with doors repaired or scheduled for replacement to ensure ongoing compliance with fire safety standards.

5. Do you have a forward programme or procurement plan for fire door replacements in the next 1–3 years? If so:
We are currently reviewing our procurement processes to support a future programme of door replacements. While this programme is not exclusively focused on fire doors, fire safety remains integral to all maintenance and asset replacement planning. Future procurement will be aligned with the requirements of the Procurement Act 2023 and will reflect our commitment to resident safety and regulatory compliance
a) How many doors are scheduled for replacement: Please refer to response 5. The scope of the programme will be informed by the outcome of our ongoing reviews and Fire Risk Assessment findings.
b) What is the estimated timeline or completion target? Please refer to response 5. Programme timelines will be confirmed as part of the procurement and planning process currently underway.
