Planning obligations

1. Precedent / Template Section 106 Agreement Please provide a copy of the council’s current precedent, template, or standard form Section 106 agreement used in connection with planning applications. If multiple versions exist (e.g., residential, commercial, mixed use), please provide all versions held.
2. Generic Planning Obligations If the council holds a precedent agreement that includes standard or generic planning obligations, please ensure these are included. For clarity, I am referring to obligations typically secured under S106, including but not limited to:
• Affordable housing
• Education contributions
• Health infrastructure
• Open space, parks, leisure and play provision
• Highways and transport improvements
• Community facilities
• Flooding, drainage and utilities
• Environmental and ecological mitigation
• Construction related obligations
• Financial contributions and monitoring fees
3. If no precedent agreement exists: Please provide copies of completed Section 106 agreements entered into by the council in the last six months that include any of the above categories of obligations. To minimise cost and time, I am content for the council to:
• Provide links to documents already published online; or
• Provide redacted versions where necessary to remove personal data.
We are currently revising the Council's precedent documents, including those used for s106 agreements. Therefore there is not a complete precedent document currently available. However, we attach a document which shows the "front end" of a typical s106 agreement, containing the clauses known as boilerplate clauses.
We also attach a list from our Land Charges department showing s106 agreements and deeds of variation agreements which they have registered as Land Charges between 1 December 2025 and 16 June 2026. The list contains the planning references which can be used to search for the individual planning applications where the completed s106 agreements or deeds of variation are uploaded for public view.
