I am writing to formally request information regarding the ongoing and upcoming Network Rail night engineering works impacting residents in Early RG6 7DY area , these works are taking place from 26.05.2026 until 06.06.2026.
Network Rail has indicated that they are conducting disruptive, high-noise night works in close proximity to residential properties. As the local authority empowered under the Control of Pollution Act 1974, could you please clarify and provide the following information:
1. Section 61 Prior Consent: Has Network Rail (or their principal contractor) applied for and been granted a Section 61 Prior Consent for these specific night works? If yes, please provide a copy of the agreed consent document.
2. Permitted Hours and Noise Limits: What are the legally permitted working hours, maximum decibel (dB) limits, and vibration thresholds authorized by the council for this specific project?
3. Best Practicable Means (BPM): What specific mitigation measures (such as localized acoustic barriers, restricted use of specific machinery at night, or prohibited shouting/idling) were agreed upon as part of their Best Practicable Means protocol?
4. Enforcement and Monitoring: If no Section 61 agreement is in place, or if the contractor is found to be in breach of these thresholds, what immediate steps is the council taking under Section 60 to protect local residents from sleep deprivation?
