Gypsy and Traveller Local Plan

Gypsy and Traveller Local Plan

The Council had previously worked on producing a Gypsy and Traveller Local Plan. The decision was taken to amalgamate this with the Local Plan Update. Those individuals and organisations who have previously been consulted on our Gypsy and Traveller Local Plan (GTLP) and/or have submitted comments to us have been added to our Local Plan Consultee database and will receive notification of the future consultations on the Local Plan Update.

As part of the Local Plan Update work we conducted a consultation on a Draft Plan between 3 February and 3 April 2020. Further details of what this involved can be found on the Local Plan Update page. The Draft Plan covers a range of subjects including proposed allocations and policies for Gypsy and Traveller accommodation. All of the documentation relating to Draft Plan consultation can be found on the Draft Local Plan consultation page.

For context, a link to the GTLP preferred options document is found below as well as other useful links to work undertaken to date.

The plan process includes assessing current needs within the borough. This has been done through an updated Gypsy and Traveller Accommodation which can be viewed on the council’s Housing Evidence page. This Gypsy and Traveller Accommodation Assessment provides robust evidence of need within the borough and will inform the development of the Local Plan Update.

Note that this document (dated September 2017) now replaces the former GTAA (dated March 2015).

A summary of comments from the previous consultation on the GTLP Draft Options, together with our responses, is available in the Consultation Comments 2014 (PDF document).

See our Gypsy and Traveller Local Plan Glossary (PDF document) for an explanation of terms and further links.

Consultation on the Sustainability Appraisal of the Gypsy and Traveller Local Plan Preferred Options Paper and the Sustainability Appraisal of Sites  finished on 30 July 2015.

When making local plans, we are required to identify the likely social, environmental and economic effects that may result from a plan, and set out ways in which any potential damage could be prevented or reduced. We did this by carrying out a Sustainability Appraisal / Strategic Environmental Assessment (PDF document) on the Preferred Options, and also on each of the existing and suggested sites (PDF document). We also produced a Habitats Regulations Assessment (PDF document)

The Sustainability Appraisal did not include any allocation of sites. This will now be done through the Local Plan Update.
