Changes to eligibility for people with non-physical disabilities

From 30 August 2019 eligibility for people with physical disabilities was extended to include those with non-physical (‘hidden or non-visible’) disabilities. 

Eligibility now includes people with an enduring (lasting for at least 3 years) and substantial disability which means they are, during the course of a journey, at risk of serious harm, when walking, or pose, when walking, a risk of serious harm to themselves or any other person.

Type 1: eligible without further assessment

You'll be issued with a badge without further assessment if you (or the person you're applying for) are more than 2 years old, and fall within one or more of the following descriptions:

  • Receives the Higher Rate of the Mobility Component of the Disability Living Allowance (HRMCDLA)
  • Receives the mobility component of Personal Independence Payment (PIP) and score 8 points or more under the ‘moving around’ activity
  • Receives the mobility component of PIP and has obtained 10 points for Descriptor E under the “planning and following journeys” activity, on the grounds that they are unable to undertake any journey because it would cause them overwhelming psychological distress
  • Is registered blind (severely sight impaired)
  • Receives a War Pensioner’s Mobility Supplement (WPMS)
  • Has been awarded a lump sum benefit at tariffs 1 to 8 of the Armed Forces Compensation Scheme and have been certified as having a permanent and substantial disability which causes inability to walk or very considerable difficulty in walking

You'll be asked to provide proof of the above when you apply, which must come in the form of a full letter, clearly showing your name, address, date of the letter, and evidence of entitlement to the relevant benefit.

Type 2: eligible subject to further assessment

You may qualify for a blue badge, subject to further assessment, if you (or the person you are applying for) are more than 2 years old, and fall within one or more of the following descriptions:

  • Drive a vehicle regularly, have a severe disability in both arms, and are unable to operate, or have considerable difficulty in operating, all or some types of parking meter
  • Are unable to walk or have very considerable difficulty in walking because of a permanent and substantial disability
  • Experience very considerable difficulty whilst walking – which may include very considerable psychological distress, or be at risk of serious harm when walking, or pose a risk of serious harm to any other person when walking


You will be asked to provide medical evidence regarding your condition and other documents to support your application. 

Applications may be unsuccessful if the information provided does not evidence how your condition impacts on your ability to walk; this includes evidence of very considerable psychological distress or risk of serious harm.

If you are applying under a physical disability, it may be necessary for you to undergo a Mobility Assessment.

Blue Badges cannot be provided for temporary conditions for example a broken leg.

Children under 3

Children under the age of 3 may qualify for a Blue Badge if they:

  • Must always be accompanied by bulky medical equipment which cannot be carried around with the child without great difficulty
  • Must always be kept near a motor vehicle so that they can, if necessary, be treated for that condition in the vehicle or taken quickly in the vehicle to a place where they can be so treated

You will be asked to provide medical evidence on behalf of your child to support the application.

Terminally ill applicants

Terminally ill applicants will have their application fast-tracked under Department for Transport guidance.

Which criteria to apply under

In order for us to process your application as quickly as possible, it is important that you select the criteria which applies to you. When you select the criteria, make sure you pick the one which relates to the condition which most affects you.

How long is your Blue Badge valid

A Blue Badge is normally valid for 3 years.

If your Blue Badge is linked to Higher Rate Mobility Component of Disability Living Allowance, War Pensioners' Mobility Supplement or Personal Independence Payment, your badge will be valid for the period that you're in receipt of that allowance (if that period is less than 3 years).

If you have a Blue Badge because your child has a condition which means they need close access to medical equipment or a vehicle to be taken for treatment quickly and is under 3 years old, the badge will be valid until the day immediately following their 3rd birthday.
