All street lighting layouts and equipment specifications on new housing developments need approval from us before they are accepted as part of an agreement to adopt a road as public highway. A Section 38 agreement allows us to 'adopt' the lighting after the development has been completed and a suitable maintenance period has elapsed. The responsibility for their maintenance remains with the developer until the lights have been adopted.
British and European Standards
Lighting layouts should be designed in accordance with current British and European Standards:
-
BS 5489-1:2003 - Code of practice for the design of road lighting - Part 1: Lighting of roads and public amenity areas
-
BS 5489-2:2003 - Code of practice for the design of road lighting - Part 2: Lighting of tunnels
-
BS EN 13201-2:2003 - Road lighting - Part 2: Performance requirements
-
BS EN 13201-3:2003 - Road lighting - Part 3: Calculation of performance
-
BS EN 13201-4:2003 - Road lighting - Part 4: Methods of measuring lighting performance
Electricity supply is needed
Street lights should be provided with mains electricity supplies unless otherwise specified. The provision of electricity supplies should be arranged directly between the developer and Southern Electric PLC - part of Scottish and Southern Energy.
All lamps, lantern control gear and photo-cells must have either temporary or approved energy 'charge codes' before installation on the Scottish and Southern Energy distribution network.
