The third Local Transport Plan will be formed of 2 parts:

A transport strategy and
-
An implementation plan which sets out timescales for delivering the strategy
It will develop locally relevant strategies and goals in the context of 5 overarching national transport goals which the Government has set, which are:

Supporting economic growth

Reducing carbon emissions
-
Promoting equality of opportunity

Contributing to better safety, security and health and
-
Improving quality of life and a healthy natural environment
Further information on these 5 goals can be found in the July 2009 "Guidance on Local Transport Plans". The third Local Transport Plan will deliver challenges and schemes that will work towards achieving these 5 national goals.
How can you have your say?
In developing the third Local Transport Plan, we are keen to get your views on the transport challenges within the Borough. This will enable our residents to influence our transport policies under LTP3 and help us prioritise our future service delivery and transport investment.
We have recently consulted on a number of transport-related challenges. This will help us to understand which challenges are considered the most important for the Borough and ensure that the third Local Transport Plan addresses transport-related challenges that are relevant to local circumstances.
When will the third Local Transport Plan be implemented?
The third Local Transport Plan will replace our current Local Transport Plan 2 (LTP2) which expires on March 31 2011. Unlike previous local transport plans, where local authorities were required to renew the document at least every 5 years, the third Local Transport Plan may be replaced as we see fit. It is not yet clear as to the length of time that the third Local Transport Plan will cover. The lifespan of the third Local Transport Plan could be consistent with the timeframe of our Core Strategy (2026) or our emerging Community Strategy (2020).
