Eligibility criteria

Who can be assessed?

Wokingham Borough Council has a responsibility to assess the needs of any person aged 18 or over, if they appear to be vulnerable. Anyone providing regular or substantial care for a vulnerable adult may also request an assessment.

What is a vulnerable person?

Vulnerable people may be in one or more of the following groups:

  • Older people
  • People with physical disabilities
  • People with a hearing and/or visual impairment
  • People with learning disabilities
  • People with mental health problems
  • People with HIV and AIDS
  • People who misuse substances

 

Fair Access to Care Services (FACS)

The Council follows the Fair Access to Care Services (FACS) criteria for assessing whether a person’s needs make them eligible for support.

Set down by the Department of Health, the criteria is graded into four bands (Low, Moderate, Substantial and Critical) but it is for each local authority to decide which level they can afford to fund.
