Formal consultation

The draft Infrastructure Delivery and Contributions Supplementary Planning Document (SPD) was formally consulted on, along with the draft masterplans for the Strategic Development Locations between 9 February and 23 February 2010.

The consultation was advertised in the local press and on the Council's website. The draft Infrastructure Delivery and Contributions SPD was also available to view at the Council's offices and online.

Consultation feedback

  The consultation on the draft masterplans produced 877 written responses. Very few people questioned the principle of development, although many raised concerns about the amount. Other issues raised during this consultation included:

  • Transport options, traffic and highway safety
  • Approach to S106 agreements (planning contributions)
  • Loss of open space/trees/green land/threats to wildlife
  • Location of proposed community facilities, and Suitable Alternative Natural Greenspace.
  • Viability and phasing of infrastructure such as roads
  • Ability of services and infrastructure (e.g. flooding and education) to handle new development.
  • Further development beyond the Strategic Development Locations

What happened next?

The Infrastructure Delivery and Contributions SPD was amended to reflect the responses received in this formal consultation. This included a number of changes to the text in order to amend or clarify issues or to correct facts. This resulted in the final draft of the Infrastructure Delivery and Contributions SPD which went to the Council's Executive meeting on 21 October 2010 for consideration.

The Infrastructure Delivery and Contributions SPD was adopted on 21 October 2010.
