Gypsy and Traveller Local Plan

We are currently preparing a Local Plan Update to 2036. As many of the processes to be followed to produce both the GTLP and Local Plan Update are similar, these can be combined. Combining the GTLP into the Local Plan Update will ensure that traveller provision is treated similarly to housing provision as per National Government’s aims that there is consistency in plan periods for both traveller and housing provision while also allowing for changes in national ‘Planning Policy for traveller sites’ to be incorporated.  Combining the 2 plans will have the effect of aligning the plan period for the GTLP work with the Local Plan update so that the needs of travellers will be planned for over a longer period (to 2036) rather than 2029 as was previously proposed with the GTLP. It will additionally ensure that sites are phased appropriately and will allow for more efficient plan making process through a single examination of the Local Plan Update.

The Gypsy and Traveller Local Plan Working Group have therefore agreed to incorporate the GTLP into the Local Plan Update. The work completed to date will be used to support the Local Plan Update and therefore has not been wasted.

Those individuals and organisations who have previously been consulted on our Gypsy and Traveller Local Plan (GTLP) and/or have submitted comments to us have been added to our Local Plan Consultee database and will receive notification of the future consultations on the Local Plan Update.

The sections below summarise the stages that have been completed to date and are retained for clarity.

What is the purpose of the plan?

The Gypsy and Traveller Local Plan (GTLP) will include policies and allocate sites for Gypsies and Travellers. We have a duty to assess and make strategies to meet the need for Gypsy and Traveller accommodation in Wokingham Borough.

Consultation on Preferred Options

The consultation for the Gypsy and Traveller Local Plan Preferred Options (PDF Document) closed on 30 July 2015. We are currently processing the responses received.

Consultation of the Gypsy and Traveller Local Plan Preferred Options Paper closed at 4pm on 30 July 2015. We are currently processing the responses received. 

Comments about the intended users cannot be taken into account. We have a duty not to accept comments which are considered to be racist or defamatory. All the representations received will be entered into a database which will be able to view online after the consultation has finished. 

Consultation on the Sustainability Appraisal of the Gypsy and Traveller Local Plan Preferred Options Paper and the Sustainability Appraisal of Sites runs finished on 30 July 2015.

When making local plans, we are required to identify the likely social, environmental and economic effects that may result from a plan, and set out ways in which any potential damage could be prevented or reduced. We have done this by carrying out a Sustainability Appraisal / Strategic Environmental Assessment (PDF document) on the Preferred Options, and also on each of the existing and suggested sites (PDF document). We have also produced a Habitats Regulations Assessment (PDF document). Any comments on these can be added in the relevant section of the online comments form.

The Sustainability Appraisal does not include any allocation of sites.

The plan process includes assessing current needs within the borough. This has been done through an updated  Gypsy and Traveller Accommodation Assessment (PDF document). This Gypsy and Traveller Accommodation Assessment provides robust evidence of need within the borough and will inform the development the Gypsy and Traveller Local Plan.

Note that this document (dated March 2015) now replaces the former GTAA (dated March 2013).
