A Rights Of Way Improvement Plan (ROWIP) is intended to be a mechanism for improving the local network of public rights of way and other non-motorised routes in light of the needs of all types of user. All Highway Authorities are required to prepare a plan under Section 60 of the Crow Act 2000.
About the Rights of Way Improvement Plan
The Wokingham Borough Rights of Way Improvement Plan (ROWIP) was adopted on 18 December 2009 and can be downloaded below or can be viewed at the main Council Offices, Shute End, Wokingham or at the Ranger's Office at Dinton Pastures Country Park or at local libraries.
The ROWIP will assist us in setting priorities for improvements to countryside access. It will also contribute to a sound evidence base for developer contributions, for example, Section 106 agreements, Planning Advice Notes (PAN) and Supplementary Planning Documents (SPD). In addition to this, it will form the basis of grant applications.

The key themes of the improvements that are needed on WBC’s public rights of way network as a result of the ROWIP consultation can be summarised as follows:

Improved information

Improved accessibility for wheelchairs and pushchairs (gap, gate stile policy)

Seasonal restrictions on some byways

Continuing maintenance of public rights of way
-
Linking up paths/creating circular routes for walkers, cyclists and horse riders

Reducing personal safety concerns
These key themes formed the basis for the Statement of Action, which contains the following actions, each of which has been assessed for cost implications, timescale and partnerships required:
