Transferring Statements to Education, Health and Care Plans

What will happen to existing statements

We are no longer writing new Statements of Special Educational Needs. Instead we're writing  Education, Health and Care plans:

  • Existing Statements will be transferred to Education, Health and Care plans.
  • When this happens will be different depending which school year they are in and which type of school they attend.
  • All Statements will be transferred by April 2018
  • The Statement remains a legal document until it is transferred

The usual annual review will be replaced by a meeting to look at transferring the Statement into an Education, Health and Care plan this will be called a Transfer Review:

  • This meeting will focus on outcomes for the child or young person - this is known as person-centred
  • The child or young person, their parents and carers and all of the practitioners involved with your son or daughter will be invited to attend and contribute
  • When it's time for the Statement into an Education, Health and Care plan, the school will contact you
  • We will ask the child’s school to arrange a Transfer Review.
  • The school will gather all the reports and contributions and will circulate to everyone at least two weeks before the review.
  • The Transfer Review meeting might not be held at the same time as the when the review would have been - If this date exceeds 12 months, and you feel that a meeting needs to be held earlier, please contact the SENCO at your child’s school
  • If there is a substantial reason for the Statement to be changed earlier because there has been a significant change in their needs, we can make those arrangements outside of this timetable
  • Within 18 weeks of the Transfer Review the new Education, Health and Care plan will replace the Statement, and will be a legal document unless the Annual Review would have resulted in the Statement finishing

When the transfer takes place depends on the school year the child or young person was in at the start of the school year 2016.

Already transferred

Children in the following years at the start of the school in 2016 year have already been transferred:

  • School year 4 in 2016 for children in mainstream schools
  • School year 7 in 2016
  • School year 8 in 2016
  • School year 10 in 2016
  • School year 12 in 2016 and leaving in year 12 or 13
  • School year 13 in 2016 and leaving in year 14
  • Further education students in 2016
  • School year 11 in 2016 and leaving at the end of year 11
  • School year 14 in 2016

Spring 2017

The transfer will take place by Spring 2017 for children who were in:

  • School year 9 in 2016
 

Autumn 2017

The transfer will take place by Autumn 2017 for children who were in:

  • School year 11 in 2016 and leaving at the end of year 12
  • School year 11 in 2016 and leaving at the end of year 13
  • School year 12 in 2016 and leaving at the end of year 14
  • School year 13 in 2016 and leaving at the end of year 13

Summer 2017

The transfer will take place by Summer 2017 for children who were in:

  • School year 2 in 2016
  • School year 6 in 2016

Spring 2018

The transfer will take place by Spring 2018 for children who were in:

  • School year 1 in 2016
  • School year 3 in 2016
  • School year 4 in 2016 for children in special school 

The Special Educational Needs and Disability Information, Advice and Support Service (SENDIASS) and the SEN team run preparation sessions every term, to understand the transfer review process and to start thinking about the future.
