We are consulting on a Draft Sonning Conservation Area Appraisal. When finalised this will update the existing Conservation Area Study for Sonning, which dates from the late 1990s.
A conservation area is an “area of special architectural or historic interest, the character or appearance of which it is desirable to preserve or enhance”. The power to designate conservation areas is given to Councils through the Planning (Listed Buildings and Conservations Areas) Act, 1990. Once designated the Council has a duty to pay special attention to the desirability of preserving or enhancing the character or appearance of that area. A conservation area appraisal defines the special historic and architectural character of an area. This document has been produced using the guidance set out by Historic England in their document, Understanding Place: Conservation Area Designation, Appraisal and Management (2011). This updated appraisal, once adopted, would form a material consideration in planning decision making.
Over time places and planning policies are both invariably subject to change and development. It's good practice to regularly review the character of conservation areas in light of current planning policy, and to research and record what it is that gives the area its special architectural / historic interest. The Appraisal also identifies threats and vulnerabilities to the character/appearance of the conservation area and suggests actions for its enhancement. Under the above Act Councils also have a duty to ‘from time to time’ review the boundaries of their conservation areas. As part of any appraisal, consideration is therefore normally also given to the conservation area boundary, and whether or not it is appropriate to alter its extent. In this case no changes to the boundary are proposed.
