Local Safeguarding Childrens Board - Target Groups

Depending on their role, staff are likely to fall into one of 3 groupings:

  • A or
  • B or
  • C

 

These groups ensure that people from different agencies learn alongside others with similar contact and safeguarding responsibilities with children, parents and carers. 

The groups are based on those described in Working Together to Safeguard Children.

Group B  

Group B is for:

  • People who work regularly with children and young people

  • People who work with adults who are carers, and contributors of assessments of children in need

 

Group B should have:

  • A higher minimum level of expertise

  • An understanding of how to work together to identify and assess concerns, to plan, undertake and review interventions. 

 

This includes:

  • Doctors

  • Hospital and community health staff, including health visitors, practice nurses, paediatricians, paediatric nurses, Accident and Emergency staff and midwives

  • Family and children’s centre workers

  • Some social work assistants

  • Children’s Residential workers

  • Teachers

  • Education welfare officers

  • Police in the domestic abuse and sexual assault units

  • Adult mental health and learning disability staff Probation officers

  • Anyone with a supervisory or management role of staff at this level. 

Group A  

Group A is for:

  • People who are in regular contact with children and young people, or 

  • People who work with adults who are parent/s or carers

 

These will be paid staff or volunteers who are in a position to identify concerns about maltreatment. This includes those which may arise from use of the Common Assessment Framework - CAF, and who, as a minimum, need a Level 1, introductory training on how to safeguard children.

This includes:

  • Reception staff and administrators

  • Some maintenance staff

  • Housing and hospital workers

  • Fire fighters

  • Ambulance personnel

  • Youth workers

  • Child minders

  • Foster carers

  • Child Day Care workers

  • Sport and leisure staff - paid or unpaid

  • Anyone with a supervisory or management role of staff at this level

Group C

Group C is for:

  • People with a particular responsibility for safeguarding children

  • People who supervise or offer advice to others such as designated or named health and education professionals

  • Police working in child protection

  • Senior social workers

  • Any professionals undertaking or involved in section 47 enquiries or working with complex cases, including fabricated and induced illness.

 

People in this group, as well as their managers and supervisors, need to have a thorough understanding of working together to safeguard and promote the welfare of children. This includes complex and/or serious cases as well as anyone with a supervisory or management role of staff at this level.

  • Applications for training should be for courses designed for your group.  

  • Depending on your role, a training pathway should be agreed with your line manager to meet your individual learning needs.
