Ideally accessible toilets for disabled people should be kept unlocked and in a usable condition at all times, but due to vandalism or misuse many organisations and businesses opt for the National Key Scheme as an alternative to locking wheelchair accessible toilet facilities.
The National Key Scheme - NKS - was set up to allow independent entry by disabled key holders to accessible toilets which have been locked. The Royal Association of Disability And Rehabilitation - RADAR -established the scheme to encourage a standard lock to be used.
The National Key Scheme was launched in 1981 with the NKS lock fitted to about 100 toilets by the end of the year. Figures rose year by year as more local authorities and other providers began using the scheme. There are now around 7000 toilets fitted with the NKS lock throughout Britain. All of these toilets can be used independently by any disabled person who has an NKS- RADAR key.
