The Council produces a land use plan (the Local Plan) for the district that says where different buildings, from homes to shops, offices, schools, leisure and health facilities may be built. As the current plan runs until 2006, the Council now needs to produce a new plan to last until at least 2016 and which is likely to run to 2021. The replacement plan will be in the form of a Local Development Framework as required by the Planning and Compulsory Purchase Act 2004.
 
As part of the Local Development Framework, the Council must produce a Core Strategy. The Core Strategy sets out the long term vision and strategy for controlling development within an area. For Wokingham District it is likely to cover the period 1 April 2006 to 31 March 2021.
 
The Council has produced some Initial Options for the Core Strategy and consulting upon these from 15 June to 27 July 2005. The Initial Options is the first stage in producing the Core Strategy. Full deatils of the stages that need to be completed are detailed in The Town and Country Planning (Local Development) (England) Regulations 2004.
