Where as a matter of urgency any decision of Council is required and cannot be reasobaly delayed until an ordinary meeting of the Council, such decision shall be made by the Special Council Executive Committee. The Special Council Executive Committee shall have the delegated authority to exercise all of the powers and duties of the Council.
