Comprehensive Performance Assessment
In 2007 we were judged as a 3 star authority that is improving adequately. This is the same assessment as the one we received in 2005 and 2006.

What is the Comprehensive Performance Assessment?
Comprehensive Performance Assessment - CPA - is a Government inspection regime that assesses council's abilities to:
- Understand residents' needs
- Manage change
- Improve services
It is run by the Audit Commission - the Government's independent inspectors.
CPA consists of:
- Corporate Assessment
- Direction of Travel Statement
- Service Scores
These elements all feed into the overall score as demonstrated by the diagram above.
Council's are scored as 4 stars: excellent, 3 stars: good, 2 stars: fair, 1 Star: poor or 0 stars.
Why is this important?
CPA is a measure of how well we are doing overall as a council. The system allows local residents to compare us with neighbouring authorities. The better the assessment an authority receives, the greater the freedom from central Government control.
