Guide to Committees
The Council is the main forum for debating major issues affecting the Borough. A number of topics, such as setting the level of Council Tax can only be considered by the Council and cannot be delegated to any other body.
Audit Committee
This committee approves and monitors the internal audit activity and corporate governance arrangements of the Council.
Borough Parish Conference
The Borough Parish Conference provides a forum where Members of the Borough Council can discuss issues with their colleagues on Parish and Town Councils.
Executive Meetings and Individual Executive Member Decisions
The Executive comprises the Leader, 2 Deputy Leaders and Executive Members with particular responsibilities. To see the make up of this committee see our committee membership website page.
The Executive is responsible for all strategic decision making, with the exception of those matters reserved to the Council.
Some Executive Decisions can be made as Individual Executive Member Decisions, by the relevant Executive member.

Health Overview and Scrutiny Committee
This Committee is set up by the Council to scrutinise local health services.
Highways Consultative Board
This board was disbanded in July 2007 and its functions relating to highways and public rights of way as specified in Schedule 1 to the Local Authorities - Functions and Responsibilities, England - Regulations 2000 - the Functions Regulations - are now included within the Planning Committee's Terms of Reference as set out in Chapter 8.1 of the Council Constitution

Housing Consultative Forum
This Forum provides an interface between the Council and its tenants and comprises Members of the Council and tenants' representatives.
Joint Waste Disposal Board
The Joint Waste Disposal Board is an advisory committee established jointly by Wokingham Borough, Bracknell Forest and Reading Borough Councils. The role of the Board is to oversee the procurement of waste disposal services for the three councils and to make appropriate recommendations to the cabinets/executives of the 3 councils.
Licensing and Appeals Committee
This Committee deals with appeals against decisions taken by officers about various licensing issues.
Personnel Board
The Board deals with major issues affecting the Council's workforce.
Planning Committee
The Planning Committee determines planning applications for development in the Borough. Whilst the power to determine a lot of applications has been delegated to planning officers, the Committee deals with major sensitive issues. The Planning Committee also carries out certain functions relating to Highways and Public Rights of Way.
Scrutiny Committee
This Committee is responsible for co-ordinating the Council's arrangements for holding the Executive to account.
School Admission Forum
This Forum is a vehicle for consulting and discussing issues arising from proposed admission arrangements. These arrangements have to be agreed each year and discussions take place with governors, headteachers etc.
Standards Committee
This Committee's role is to promote high standards of behaviour amongst the Councillors. It comprises 3 Borough Councillors, 5 Independent Members - including the Chairman, and 3 representatives of the Parish and Town Councils.
